If i am thirteen years old and i am 135 lbs. and i am 5 ft 2 in and i am also a girl. am i over weight?

At that height and age, you are slightly overweight. I would suggest that you start paying attention to what you eat if that worries you. Although, you still have a good chance of growing taller, that will help to make your body look proportionate to your weight. I don't think you are fat and you know these days, thick is in.
You are definitely not over weight. I am a guy and I am 5 ft 5 in and I weigh 125 pounds and I am considered underweight, but healthy, I just have a high metabolism and burn off food really quickly
No, I don't believe you are. I consulted my doctor about my own height and weight and he's advised me to get no lower than 125 pounds and I'm just an inch taller than you. He even said I'm fine the way I am now and I weigh about 145 pounds right now so I'd say you're about right, healthy. You might be able to lose about 5 pounds but I wouldn't worry about it.

there's a ton of sites that will calculate it for you and tell you if your weight is in a healthy range.
your's is probably around 24 or 25 which is right on the borderline of being overweight.
You may also just be going through one of those phases thirteen year olds go through.
Just make sure you have balanced meals, cut out sugary drinks and fried foods.
Then it shouldn't matter what you weigh because you know that you're healthy.
It totally depends on your build, how much muscle you have, etc.HTH : )
